Question 91 non-turbo takes long to turn off

Hi you doing guys? I have a problem and hope you guys can help me out.
I bought a 91 non turbo RX7 with out a tranny, well i have the car running already but i have few issues but the most important is that i crank the car on and it runs good, but when i hit the switch off it takes few seconds to turn off. Why?
Second; i changed the thermostat and replaced the radiator hoses and my heat its not blowing hot........

Can you please help me out here to see if i can fix this problems?

either added thermo fan wired without the necessary relay or the alt field wires are reversed

for the heater issue, you may need to hook a wire lever onto the valve that is in cabin
not quite sure if its the motor for the arm , or issue with the thermo probe, but its a pretty common issue and the mech lever will work
easier for us in oz cause the heater valve in on (our) drivers side
