What is a (Haltech/Power FC/whatever else)? And what can they do?
I've heard a lot about Haltech on the forum here, and like they're super expensive and all that, but WHAT is it? A programmable ECU? What all does it do? What is it? And same for Power FC (although I haven't heard much about it, but its forum has more threads than the haltech one, so it must be good, right? )
And I'm going to be putting a TurboII in a FB, should I look at one of these?

they allow you to adjust just about anything that the motor does. which is good for high Hp applications, i run the furry wolf dog in my car aka wolf3d and i like tit so far. dont try and ask which one is best cause people are bias for whatever reason. but look around locally and see what other people run who can tune them etc etc and get whatever others have so they can help you

any good websites (I haven't seen any) that compare them, and give pros/cons of them, things like that (also can you get data/tune them through a serial port with a laptop, kinda like they do on test vehicles @ Roush and those sorts of places?)

Yes, most have a PC interface, and some also have a hand controller.
Like rx7passion, I'm also on the furry wolf dog bandwagon, and also agree that it is best to get an EMS in which you can get local support if you are new to this kind of thing. There are many other factors for choosing one EMS over another, of course, depending on your application and personal preferences.

the Haltech uses the 68HC11 processor? I just programmed those all last term at school.. wonder how difficult it would be to get some programs and "make" my own ECU? heh.. that thing is cake to program.
