HKS PFC FCON and still too lean

OK, I have an 87 JDM TII. K&N intake and Racing Beat turbo-back exhaust and no cats. The HKS Fcon certainly helped lower the AFRs, but they're still dangerously high. It drops to 12 when boost comes on, but slowly creeps up to 14. I know, I'm not driving in boost at all. The interior dial was set to 5. I turned it up to 9, thinking it would run richer, but it did not change the AFR. I want to get my car running safely on the PFC FCON. I don't need more power, just a nice rich AFR. If I could drop the AFR line all the way across the board, that would work for now. I don't want a whole new standalone computer and injectors at this time. Which of these will get my car running safely?

Add HKS GCC to control the FCON

Direct wire fuel pump. It was voltage tested, but who knows what it is under power.

Get a Fuel Pressure Regulator

Change the internal switches inside the HKS FCON by finding a manual.

Port wastegate- I go to 10-11 lbs of boost, but for now, I'm not driving it hard at all. That's not going to LOWER my max boost though, right?

Anything else? Thanks.
