Can I pass emissions with a stand alone?

I know that. And we have to go to those crappy Gateway Clean-Air (or whatever they're called) stations to get tested. A few years ago all you had to do was get a mechanic friend to hook the machine up to a different car for you if you wouldn't pass.

Strict visual inspection?  NO.
If it's strictly a sniffer test, you can make the stand-alone EMS do anything you want...
You really need an air pump and a 3-way cat to run the low numbers though...

Visual inspection and sniffer. Visual consisting of them holding a little mirror on a pole and thinking they know what they are looking at under the car. I passed with two rusted *** mufflers that started crumbling to pieces a few months later.

For what it's worth, in CA, you'll fail immediately if they notice anything missing from what's supposed to be there (they either consult the underhood sticker, or a big thick manual to see what they ought to be looking for). After that there's a few other things they look for, one of which is the "check engine" light. If that fails to come on (like w/ a PFC, I hear), they'll fail you. Also, the gas cap test will fail you too, but I'd suspect most shops will let you slide if you just get a new one.

Im only worried about emissions. Here in Missouri we have government run emission testing stations. All they do is roll the car on the dyno, and start driving. They do check the gas cap, but hey, whats that. They dont pop your hood or anything.
We have private shops do our Safety inspections, where they check everything else, so I dont think it would be too hard to pay them off. They Wont be able to see the box anyway, all they check are brakes, tires, signals, horn, seatbelts. I think thats it. Oh and wipers.
Whats a 3 way cat? I can keep the air pump and cat on until I pass. Would I just run a hose from the pump to the split air pipe?

A 3-way cat is one with air injection - the split air...most modern cat's are 3-way.
You can inject air directly from the air pump into the cat, but don't leave it like this.  Just do this for the smog inspection and disconnect it.  Leaving it plugged in full-time will eventually disintegrate the cat due to the higher temps from the air injection.
