Does it have the undertray, How big of a electric fan? Is there a IC in the front of the Rad.
If there is a IC that was custom built, then you must make sure that all the air that is being pushed into the mouth of the car is going thru the IC,Oil Cooler, Rad. Duct work is important!!!!
Then if the fan is too small it will not pull enuff air to cool the motor at low speeds, but at hight speeds the amount of air even without a fan should keep the motor cool.
Does he have a Underdrive kit on the Waterpump

Did you change the thermostat or the Thermopellet inside the eshaft. The thermostate needs to be a MAZDA ONE, this is about the only part that needs to be OEM
Is the Oil Cooler dirty, messed up fins, you remove about 35-45% of the motors total heat from the oil
O yea before anyone jumps on you, you posted this in the wrong section this is a General Rotary Problem
