Half Jap Boost Junky

Ok, I'm sure this has already been answered, but I don't want to go searching through that long *** thread just to find it so hopefully someone can give me a straight answer on the first shot.

I have a 90 FC and I just went through a whole lot of **** to get my plate sticker renewed last summer thinking that I wouldn't need an etest to renew again until 2007. Now with these new law coming into effect, should I try and get my 2007 sticked now while I still don't need the etest, or will the annual testing only effect me starting in 2007?

Oh and by the way, I'm really going to need someone to tune my haltech come spring time. I finally got my car back from the shop in November and I'm dying to get it tuned up so I can hit the track next summer. So if anyone is going to setup a dyno day with a good haltech tuner count me in!!
