question about rebar on fd

hi guys. i was member here about 5 years ago.
i had few 1st and 2nd gens over years but when STi came out i just had to get it.
but i think it's about time that i get something with rotors in it again.

so, i'm thinking about getting a FD.
i know US rebar and CDN rebar are different and it have to be changed.
my question is this. is 99 spec rebar pass CDN federal inspection?
what's the difference between US, CDN, and 99 spec anyways?
can anyone tell me the exact differences.
thanks guys,
ty

US rebars are designed to sustain a 3mph hit without damage
CDN rebars are designed for 5mph.
unfortunatly i don't know what the rating on a jpec is.
