From the MTO website:
"For passenger and light commercial vehicles (2,200 kilograms and under empty weight) 20 years or older, the retail sales tax is payable on the purchase price, replacement value for insurance purposes, or appraised value, whichever is more."
I've been two two offices so far...both have asked for it.

Yep, it's the latest government scam.
It's a new law.
What's REALLY dumb is that I went there trying to import a vehicle from the states and they demanded an appraisal! After I had allready showed proof of purchase price and everything from the border taxes. They just are out to get poor people/people that like old cars with another $50-$100 "tax" even if you only paid $100 for the car!

Yes, another way of the gov't bilking more $$$ on car sales. I bought my Rx in May 2006 and apparently this new law (or ripoff) was effected fall of '05.
Unbenownst to me the MTO required an appraisal (for cars > 20 years in age) in order to determine amount of taxes to charge during the registration process. Needless to say I was pisszzed to the extreme.
I told them since they enacted this requirement they should pay for the appraisal costs. That went over like a lead balloon.
Bottom line,,,,,I ended up paying taxes on the car + appraisal costs (~$200 I think it was) + taxes on the appraisal. Talk about reaming, gouging, scr%$#@wing the consumer.....AAARRGGHH!!!
