Apparently rotaries are prohibited...
Just found a neat little excerpt in the BC motor vehicle act, be careful where you decelerate...
Noticed this while looking for regulations related to bending a license plate. None exist for that as far as I can tell.
Noise increase or flames prohibited
(5) No person shall drive or operate a motor vehicle propelled by an internal combustion engine equipped with a muffler or exhaust system to which is attached any device which increases the noise of the expulsion of the gases from the engine or allows a flame to be emitted from the exhaust system.

What that says to me is that you can not add any additional hardware to your exhaust to increase it's noise, or emit flames. meaning that you can't have a butterfly valve to increase or decrease noise or a spark plug at the end of tail pipe. That's interesting as many of the newer sports cars make use of butterfly valves in their exhaust systems.

Bent plate will be covered in whatever section of your statutes governs the display of the plate - in Alberta, it's considered tampering with the plate, same as if you painted different numbers on it, or just painted over it - and it's mucho dinero.
The other rule deals with devices that add and ignite gas in the exhaust - although I'm sure they could apply it to a modded rotary; with the required cats, there shouldn't be flames at the exhaust anyway. So one way or another, if you're shooting flames on the street, they can nail you for something.
