There is no place that has on the shelf rebuilt motors. Occasionally someone is trying to sell their rebuilt motors here on the forums but your only other option would be the gamble of buying a JDM engine from a place like Tiger.
I know Mazdee's has a rebuilt 12A sitting from a customer that paid for a rebuild but then disappeared but I don't think thats what your looking for.
Why do you need an engine and don't have a core anyway?

Pull your engine, put it in the trunk of a rental vehicle, (I used a cargo van: 2 engines) and deliver it to Darryl at Rotary Dynamics, rd_turbo here on the forum. I did that, and then drove back to Mississauga to pick up the finished engine. It's usually nice to meet the guy whose doing such a big job for you face to face. Can't say enough kind words about his service.
