The reason I have full coverage on my FB is so that in the event of an accident I will be able to get something from the insurance company, as opposed to nothing with just liability. This way I have a few bucks to go towards a new shell and can buy my car back if it's written off and swap all the parts.

Dealing with a small town agency doesn't mean you'll get small town rates, just fyi. Rates will be based on your mailing/primary residence, and urban areas pay higher both due to higher theft and collision rates. Doesn't mean you won't find a good rate or better service, just that there's no comparing urban and rural rates.

The best solution you can do is move to saskatchewan. $25 a year for lisence and $600 for a year of plates on a 1987 Turbo II, and no emissions tests to boot. You are getting hosed in ontario and i feel for all you guys.

In practical terms, aren't they the same thing? The insurance company assumes if you have an auto policy or are on one, you are a driver. If you aren't named on a policy, they assume you stopped driving for that period. It's obviously not necessarily right - you could have insurance and not be driving, or drive very little, or be driving without insurance (but that would be especially bad if they found out anyway), but it is really the only way they have to judge if you are driving.
