dont buy it, unless you can personally track down the previous owner and talk to him
You can do that when you get the used vehicle package for the car and it'll list who the previous owner was

do lots of research. check for liens and possible thefts from all provinces.
you can swear under oath that you own the car and you will be given a title.
then get your car re-keyed.
but really have the registries find the previous registered owner and give them a call. see what happened.

I just went through a fiasco with a car with no ownership and I can state with 100% accuracy that swearing the car is yours is NOT enough to get a title.
I spent two months tracking down paperwork from japan and across the country (my car was imported without the proper papers). Once you have ALL the documentation showing the complete ownership history of the vehicle (including multiple bills of sale) you can then swear that you've exhausted all available resources in obtaining a title for the vehicle. But they won't just give you one on your good word, I had about 4lbs of paperwork required to get to that point.

The words "Stolen Vehicle" scream through my head upon reading that ad.
Hypothetically if that car is not stolen, you would need to obtain an export certificate for it from japan, you would need a bill of sale from the last owner in japan to whomever imported it into canada (which I'm guessing is no one, therefore you'd need a bill of sale from japan to yourself). Once you have these you'd have to go to customs and get a Form 1, import the vehicle yourself and pay all the applicable duties and fees.
After all that, you'd have to get your export certificate translated by an approved ATIO translator (the ministry won't accept translations from anywhere else) you'd then have to swear a declaration that all available aveunes of obtaining an ownership have been exhausted, and at THAT point you'd be able to go pay tax AGAIN to get an ownership issued.
If any of those steps hasn't been completed (good luck getting a bill of sale from the last japanese owner to yourself), no ontario ownership will be issued.
This will cost you a couple hundred bucks in paperwork to complete. (not including duties/fees/taxes)
Then you get to start repairing the car.
Welcome to my world :P
