I'm having trouble recieving items from a seller after payment has been sent. Insted of sending private messages back and forth I wish for them to be listed publically for my own protection.

We had a deal that you agreed to. Please send the items I purchased. We negoiated on a final purchase price which you agreed to and failed to send the items as stated. Please ship the items that you have already been paid for.
Scott.

"Don't know if you got my last pm but I copied it here for you again. I need the PayPal fee difference. I was just burned on shipping costs for the GReddy exhaust I just sold. Between that and the $39 PayPal fee, that is $200 pissed away. Well here it is again:
I got your payment through Paypal. However, I forgot about their 3% rape fee just to receive money. A $1300 payment comes to $39. I hate pissing away money for absolutely nothing. Is there any way you can send a check or money order to avoid either of us having to get stuck with that fee?
If you can't cover that with a check or money order, I'm going to need to ask for you to cover it through another Paypal transaction as I'm already letting this go for less than I wanted. Smaller transactions I don't mind so much but this is an exception.
Let me know either way."
I will ship this out as soon as you let me know what you want to do.
Hey, can I get the tracking number for the turbo kit.
Scott

Will you take $1250 plus shipping for the turbo kit minus the turbo? I'm not trying to lowball you as much as I'm trying to stick to a budget. Let me know.
Scott.

I'm refunding your money right after this.
If you still want the item, please send $1300 for the item shipped + 3% PayPal fees for a TOTAL of $1339. Sorry if I did not mention it earlier as I usually request the fee for large transactions but prefer a check or money order to avoid any of us pissing money away.
I have in no way been keeping this "hostage" trying to squeeze more money out of you. If you had simply answered my multiple previous e-mails over the last week we could have dealt with this sooner.
I don't believe I should be held accountable for fees that make it convienent for you to pay and a payment method you requested.
Juiceh, |)arkspeed and others can all confirm this from other large transactions I made with them.
I have more than $1300 into the damn manifold alone not to mention the custom first rate dp and $375 wastegate. All together I have twice what you are paying into this than what you are paying so I feel it is a good deal for you.

I'm sorry but I do not want a refund. I want the items that I paid the agreed amount for.
Seeing how its been the holiday season I have been pretty busy myself. However I am not complaining about the time frame. I am only asking you to ship the items as we had agreed.
Well obviouslly paypal thinks so and that's the cost for security and instant payment hence why the seller pays the fees.
I understand. Blah blah blah.

I am not accepting your refund. I have already sold and delivered my old manifold and turbo and have a non running car. I need the items I purchased from you. I have already spoked to paypal and I believe it would be in your best interest to send me my items. I don't want to bad mouth anyone and I am not interested in your current financial situation. We had an agreement and I am asking you to keep your promise and good faith.
Sincerely,
Scott P.

For transactions of this size Paypal Instant transfer is the worst way to go because of the fees. Paypal eCheck is the option you should go with. The echeck is a $5 FLAT FEE, no 3% BS. Via eCheck you would just need to send $1305 and wait 3-4 days for it to clear. If you do not have a bank account attached to paypal you may not have that option though.
As a seller I always ask for the 3% to be included regardless of the $ amount.

Accept the refund and send a $1305 eCheck to dave(if you have that option).
If you don't know how to send and echeck click here:

If you can't send an echeck just send the $1339 like you were supposed to and be done with it.

I've handed almost 3 grand to RX-Heven for 1 item purchased thorough this website. now yes he does accept paypal but he REQUIRES the additional 3% paypal charges to send the funds on large transactions.
Seeing that in this situation ( +3% addional for paypal fund sending. Which is clearly posted on the advertisment thread) You failed to honor that requirement, and by that sent insufficent funds. he owes you nothing in my eyes and you have alredy received a refund. now either resend the RIGHT AMOUNT THROUGH PAYPAL or mail him a check. but dont complain about how he did you wrong.

This is what a member sent me recently about paypal's policy.
It's against Paypal's user agreement for any seller to ask for the 2.9% + 30 cent fee (commonly referred to as the 3% paypal fee) - this is in violation of their terms and can result in paypal terminating the users account.
I have done this before (asked for the fees) and have found out that it is against policy after doing a bit of research.
Paypal prohibits a seller to ask any potential buyer or 'client' to cover their fee's.

"You can send $1300 to apsf1974@yahoo.com.
I will ship it out Thursday via UPS."
This alone implies that the buyer paid the price the seller asked for. Period.

i have purchashed from dave before and i covered his paypal fees- he is very uprfront about it
hes good in my book -39 bucks may not seem a lot but to some people who work hard every day to earn that hour wage they will start to relize that
he clearly put it on his thread - forget paypals rule they steal from you anyway

While I do agree he was upfront about the fee, you're missing the point that he told the buyer to send XXX amount, and that he would send it out XXXday. Then later he says, "I forgot". That's the seller's problem, not the buyer's.
It sounds like he is a stand-up guy, so I'm confident he'll do what's right...

I always try to make sure I add it up with the final costs. Like $1340 for everything and so on.
But if the buyer has his money back, there isn't much more then what can go on here.

The buyer should be able to send his money back, and have the items shipped accordingly. The buyer sold items that were critical for his vehicle to run because he had a deal with a seller. Afterwards, the seller asks for more money, and gives a refund when more is not given. Now the buyer has a non-running vehicle, and is SOL unless the seller follows through with his original agreement.

Their fee out of my pocket is what I do give a rats-*** about...more on that in a minute.

Yes you can and I have been for years now since they've screwed me out of two transactions in the past for over $400. Being ignored once as a buyer plus having my money unjustly "refunded" right out of my account to a thieving and lying e-bay scoundrel. The $40 is not much money and I probably make more in the time it takes to type out this post however, to me it is the principal of the matter. In my mind (and the only one that matters in this case), if a buyer wants the convenience and security of using their service, then they should pay the fees. I contacted the buyer immediately after the transaction, several times, but got no response for more than a week "due to the holidays" even though there was plenty of time for him to make several posts in the lounge over that time period.
You're right...again.

Also, thanks to those who posted in support.

the seller sets the rules
if you don't agree DO NOT PURCHASE/BID...easy as that
I have many times added a few dollers to cover the paypal fees
Screw PayPal you can call it a non cash fee
and paypal can do nothing about it
