Won't start, Car has compression, spark, and fuel pressure

Hi,

I have been battling with my 93 R1 for a month and a half. I ran it out of fuel one day, refilled it, drove it 2 hours, and the next day it was dead. My fans are always on now when the ignition is on run. The car has 115 psi in both rotors overall, sparks strong, makes fuel pressure when turning (cracked banjo at rail), and the ecu 2wire temp sensor circuit gets the correct reading at the ecu. I have replaced the fan relays with working ones from a friends car, and even tried another good ecu. Still no love. When I jump ground and f/p it still does not start. However point 14 in the diagnostic box does not flow power, and the cicuit opening relay does not click when the ignition is turned on, until I jump 14 and gnd. The main relay does. All the fuses are good, and I have cleaned every engine ground, and added an extra one. It also does not make any engine codes. I think the fans are on low, because when I turn on the ac, or ground the temp fan switch circuit they speed up. The wire leading to the fan relays that fires from the ecu does trace back some ground, but it pegs out the meter then drains down to a lower resistance. The car does have the mazda fan relay mod harness, but when I remove it and leave the relay plugged in it still feeds back to the ecu. I have trie dto listen to the injectors and do not sense any clicking, but I do not feel 100% about it. I have taken off the plenum, and cleaned the gnd between the coils, and also tested the entire temp sensor circuit. Is it possible that the two front gnds under the bumper are dead? I cleaned them a yr ago, and they look fine looking through the hood latch area. Has anyone seen this before? I read one post were an ignition switch wire was dead. I am pretty sure that the inj are not getting a signal. What might keep the circuit openign relay from clicking? I have by the way test both relays and they click whenn jumped with leads. is the main relay the same as the circuit opening relay? Any help would be extremely appreciated. I put on a j-spec lip the day before it died, maybe the car did not like that. lol.
