What would you say is best? Buy a new, street ported engine and drop it in...... or....... pay to have the current motor pulled and have it ported and brought back to 'new' condition?

Either way costs about the same.

No completly NEW engines are available for an RX-7 - (even MAZDA only sells Remanufactured) Mazda's remans are OK but there are other rebuilders (Like Pinapple Racing, Mazdatrix, KDR) that build much better motors. The least expensive way is to exchange for a Mazda reman. and do the install yourself

Well, actually, you can essentially get a new motor, if you buy all of the parts piecemeal. Mazdatrix will assemble a completely new motor, for example. Of course, they charge over $6k for the motor.

Most people get rebuilds because you can often re-use parts like the side housings, eccentric shaft, rotors, etc. That said, I would never pay for a rebuild without getting new rotor housings. Why take the chance of the builder not catching coolant seal damage, which can be hard to detect.

I didn't mean NEW. I mean new to me/car.

I want to run high hp numbers. So I'm gonna need a street port. I've found a place that I can order a street ported, re-built motor for $2300. But I was told that I could have my current motor pulled, ported and re-built for $2600.

For that price I'd be able to have 2 motors. The original and a re-built. But I'm not shure what way is the safest or best to go. What should I make shure the person doing the work on the motor does to insure it will handle all the added stress?

Depends on how bad your old housings are. If they are beyond tolerences, you would have to get new housings. You can either rebuild the engine w/ new housings or get a reman. If you gotta replace the housing(s), might as well just get a reman instead IMO.
But if everything is within spec, I say do a rebuild.
While you are at it, do the oil mods, coolant passage mod, and port it.
I got a reman when my old engine blew (o-rings). I didn't wanna waste time by opening it up and check to see if the housings are warped or whatever.
