Nope
Although we still are required to have the stock emissions equipment on the car for state inspection... but that is easier to get around.

Oddly enough, where I live, Ive never been pulled over for anything but speeding twice and no front license plate once. I have friends that get pulled over all the time for random things like exhaust sound, non-stock headlights (ricer blue lights), but arent ever ticketed.

On Speed of light's note, I suppose I am fortunate to live in a state with no-probable-cause law. In Alabama, a cop can pull you over just to say "hi", so that eliminates them giving you stupid-*** tickets to justify a stop. I have never known anyone around here to get a ticket for an illegal exhaust...
I used to drive my four-banger to the dragstrip with a 3" dump pipe coming out of the turbo, loud as ****, shooting flames and stuff... never got pulled over for that.
Actually, now that I remember, I once lost my rear section under the car doing a hard shift, and looked up and saw a cop behind me. My buddy and I pulled into the McD's parking lot (11pm, more cops there), and I jacked up my car, removed the exhaust, put the parts in his trunk, and drove away with just a downpipe hanging out of the turbo... cops watched the whole time, didn't give a ****...

Sweet home Alabama
A cousin of mine has a Chevy truck with no exhaust at all, and another cousin (his brother) has a Jeep with a straight pipe
Now as soon as I can buy a Turbo II, I can be even more obnoxiously loud than them.
Ironically, my dad loves loud bikes (his Harley has an aftermarket pipe, naturally), but he doesn't like loud cars.
Damn double standards...

If possible, try to fight it by mail. I've done it and it's very convenient. I live in California however, so you might want to check with your states' laws.
I was ticketed for a 'modified exhaust' , the law in my state basically says that "no one may modify their exhaust so that it exceeds 93 dbA. The cop ticketed me, quoting only the first half of that sentence. A pretty sneaky way to make their quotas, if you ask me.
Remember, the U.S. Constitution still says you're innocent until proven guilty. If the cop has no proof that you're illegal, then the judge should dismiss the case, assuming that you make a good argument.
It's sad that the common person feels little trust for the police, and even more sad that the police has no qualms about writing the common person up for meaningless crap. That cop could be out preventing true crime like rape, violence, and drunken driving. Screw the system for telling him to do otherwise, and screw him for going along with it.

Decided I didn't want to lose a day's pay going to court, so I got a "free inspection" from my rotary mechanic (he installed the exhaust 5 years ago), then presented the citation & the inspection report to a local police officer (used Univ of South Florida Police, since I work at USF). The officer read the citation, rolled her eyes, then signed the affidavit of repair.
I then added a $5.00 postal money order and mailed it in.
This way, I got off with only paying $5.00 and didn't lose a day's pay.

The size of the exhaust tip has no relationship to "unsafe or faulty equipment"
There are no emission control laws for cars in Florida, and since the Officer cited me for having a 5" pipe, using the FL Statute he quoted, there is no size regulation as long as the equipment is safe, so he is just writing Bullshit!
