Tell me if my thoughts are true......

I am getting 5psi on my secondary turbo, all my actuators and solenoids and hoses seem to be connected and working properly. Whenever i am aboue about 4300 RPM i begin to hear a whooshing noise, like a boost leak. I have no cracks of any kind and get 11 psi on my primary. The CRV and ABV are functioning properly and are not leaking in any way. The only thing i have a question about is the little butterfly in the y pipe. The actuator moves very freely and is in the open position. Could that actuator not be working properly and allow boost to exit through the intake of the second turbo?

In order for your idea to be true, in addition to be the butterfly not working the second turbo would also have to be not making any boost, either due to a broken turbo or a wastegate/precontrol malfunction (if the 2nd turbo were working it couldn't have air coming out its inlet). I would doubt that two things would fail together, although there's so many hoses and stuff in there its certainly possible. But I'd look for a simpler cause first.

Hearing the wooshing sound is almost a positive indication of a boost leak somewhere. It can be very tricky to find them, you have to remove the hoses and squeeze the corregated part. Also look for hoses that have come off a pipe but look like there're on when there's no boost in them.

hmmmm, couldn't the primary turbo be putting out 5 psi while still pushing the secondary backwards allowing compressed air to escape that way?

Convert to temporary non-seq to test turbos for boost above 4000 rpm.

Disconnect the control rods from the turbo-control and pre-control
actuators. Wire both gates open. Pull the control hoses from the
actuator charge control(the one on top of the Y pipe).

If you have good boost then the control system is bad. If boost is low and you have a whoosing sound, then something is leaking.
