Are the stock twin turbos water or oil cooled???

ok so I often see heat shields put up around the turbos on some cars which makes sense but I also see some thermal/heat wrapping directly wrapped on the turbos themselves, mainly on race engines. I know it's to prevent heat from building up too much under the hood but wouldn't this trap excess heat inside the turbo and leading to oil coking and turbo failure sooner than not have the wrapping?
