Non-Cali ECU on Cali FD

just as the title says.... will a Non-Cali ECU work on a Cali FD? I know that a Cali ECU would throw check engine light on a Non-Cali FD due to missing EGR but will it work the other way around?

A non-Cal ECU will work fine in a Cal car.

The EGR is the only difference between the two cars.
