No Secondary Boost - Troubleshooting

So after going to the poor man's non sequential, I decided to go back. After reviewing the diagrams everything seems to be hooked up properly. When applying 12 volts to the solenoids (wastegate and pre control) I hear them clicking, verifying operatrion.

Then I came across this:

CHECK VACUUM TANK'S STORAGE ABILITY W/ENGINE OFF
- PULL OFF VACUUM HOSE AT CHARGE RELIEF ACTUATOR
- SHOULD HEAR AIR ENTERING HOSE VACUUM (Did the test and it checks out OK, actuator pulled in, once you remove the hose the actuator extends outward)

- START ENGINE - BRIEFLY ACCELERATE ENGINE TO WOT IN
NEUTRAL AGAIN
- ENGINE OFF - KOKO 6 TIMES
- WATCH CHARGE CONTROL ACTUATOR WORK EACH TIME (I see no movement when doing this)

- WATCH TURBO CONTROL ACTUATOR WORK EACH TIME (I see no movement when doing this)

Now if I dod the KOKO and see no movement what exactly does this mean?

Make sure that you are looking at the right thing. If you see an actuator rod pulling in, then you are looking at the Charge Control Valve actuator, not the Charge Relief. The Charge Relief Valve looks like the Air Bypass Valve and is on a hose from the secondary side of the Y-pipe. I'm guessing that you are watching the Charge Control actuator working.
