I got some spray adhesive and the foam from a craft store....cut it to fit, tacked it to the back of the plastic panels and then put it all back together. It was tight going back together, but all of the rattles are gone.
Mazda did this stock, as you find foam behind a lot of the panels...but their effort was far less focused than mine. I was pleased with my results.

looks damn good, I have always wanted to cover the center console with leather too. I have even thought about doing the dash too, but we will see what happens when I get some money to play with.
