My car wont go over 120:( what is wrong

I was racing a VR4 today, 6:30 this morning, kicked his ***(my x-girlfirend just happened to be in his car) up until about 120, then my car wouldn't go anymore, i believe i have a bad rear turbo, or somethin is wrong with the control system, when i tee into the nipple right behind the CRV i get 2 psi, but on my bost gauge after 4500 RPM's i get about 7 psi? COuld this loss of boost cause such a decrease in top end....?

Well I dont know your mods but I would guess you either 1. have a boost leak 2. hitting fuel cut because of boost creep with a stock ecu and the cold weather and maybe you have a couple mods that would make this the cause as well. 3. your turbo control system is hosed up. 4. bad secondary turbo. 5. partially blocked Cat converter.

Mods:

DP, MP, PULLEY's.....
Boost controller that doesn't seem to do anything, and yes i have it hooked up correctly, only seeing 7 psi on secondary....... 11psi on primary
