What would cause low boost besides my turbos being shot(which is what I think happened) or a boost leak (Which if there is one i havnt been able to find it). Im just trying to get ideas on what else to look at before I pull the turbos. Im gettin 2 psi of boost max. car smokes heavily on startup but doent smoke while driving even at WOT.

You have a vaccum leak. If you did the vaccum hose replacment than you hooked up somthing wrong. If you haven't done it, do it. Check all the rubber couplers that go to and from the turbos. I use to have 2 psi for a long time and after going through everything I found that I misplaced wrong vaccum hoses. Try this, warm up the car fully and drive around for about 5 minutes after warm up. Drive it to about 4000 rpms and let off, as soon as it hit around 20 hg in vaccum floor it to about 5000 rpms. If no boost climbs let off. Do this about 3 times. Boost should start to build. Let me know your readings.

Liemoanh - I checked and replaced couplers a few weeks back went from 0 - 2psi due to a hole in a coupler. When I went from 4-5k I got up to 2 psi then 0 then back up to 2 psi. And I get more like 25in Hg. Any Ideas.

Ok, so you replaced all couplers. What about checking all pipes for leaks and replacing hoses with silicone? Also you might make sure that your wastegate actuator is working correctly. It might be sitting there wide open.

If you hear escaping air under throttle its likely a leakage of boost pressure. If no woosh sound it is a control problem and could range from wastegate control stuck open to vacuum lines or solenoids.

To check wastegate control remove the heat shields on the bottom side of the wastegate. Just check visually for good tight connections of the rod linkage.
I had this linkage come off in the past due to a missing circlip.
just get a look at it and see if the linkage is proper.
