Idler Pulley Alignment Question

Idler Pulley Alignment Question
After posting some engine bay shots, I got a few comments about my idler pulley being installed backwards.
When I got the car the pulley was installed with the flange toward the engine. The v-belt was badly worn on the edges, and the pulley flange was not aligned properly with the power steering pulley.
Checking the parts diagram I found this for a 94...
Page from 1994_FD_Parts_Diagram.pdf
And this for a 93...
Page from 1993_FD_Parts_Diagram.pdf
I also found this is the workshop manual for a 94...
Page from 94_workshop_manual.pdf
The only difference I can find from the part lists is that the spacer for 94 has an "A" at the end.
My car is a 94, and with the pulley installed flange out I have had no issues. Can anyone tell me if this is correct, or is there something else I am missing. I can't think of a reason why this wouldn't be ok, but any input is appreciated.
Thanks.

The flange part should go on the inside, reason for this is so if by chance the belt get's mis-aligned it will not bind behind the pulley, the flange is like a stopper from going in between the pulley and the bracket

Thats a good point about the belt getting stuck behind the pulley. It's also a lot harder to get the belt on and off with the flange out. Both reasons why the parts diagram for the 94 tripped me up.
There has to be something wrong with one of my parts then.
Below is a picture of my misalignment issue, and a picture of my spacer.
Note: the wear pattern on the idler is from it being on backwards.
This problem existed with the old idler pulley, and the old power steering pulley. The power steering pulley is a UR stock size, and the idler is new OEM. I have not changed the spacer.
Can someone who has theirs apart measure the spacer for me? I'm thinking there has to be something wrong with the spacer.
Thanks.
