My first Rx7 had this problem all the time. It was a 94 touring. I then later upgraded to the PowerFC and the problem completely went away.
PS Before I bought the PFC I upgraded the ground straps, etc. but it didn't seem to help.

idle
i have a power fc. i have had the grouding issue before but now i have the idle at 3000 for some reason. it happened after i put a full exhaust on the car and drove it hard for a little while. before that it was fine. could something have blown off inder the manifold?

I've seen it ... you do have a grounding problem with that battery floating around in the hatch. My roommate said your car is really bouncing at idle, like there's a LIM gasket problem or another type of enormous vacuum leak. That doesn't sound exactly like the story that you're telling here, so I wanted to be sure that was the same car before I spoke. I'd need to see your vacuum readings to be certain, but I can figure out what's going on. And I hear your Power FC isn't even programmed?

I had this problem... tried grounds etc...
I finally got rid of it by taking apart the tach and resoldered the joints.... and voila no more bouncing/overrevving/fluxuating tach..
I was kind of a pain to recalibrate the tach , feel free to pm me if you need any help, I know how annoying it is

problem
the battery problem is solved. the first optima was dead and the power fc is programmed for a high flow cat, front mount, and full exhaust. the car never fluctuated at idle until yesterday so i dont know when you saw it. the car pulls 20 in vaccuum at idle(when it idled correctly). who is your roomate? i am taking the manifold off the car when it gets out of the body shop. the paint job was shabby so he is fixing it. thanks for the replies.---j

the tach made your car overrev and fluctuate? my dash has been apart a few times so maybe that is it.

a friend had the same prob after we were out beating on his car one day. it turns out the casing on the throttle cable form the cruise control had come out from one of the crimp on ends and was sticking the throttle at 3k. it took us about 2 hours to find it but once we did about 10 sec to fix

Geez, everyone seems to be shooting in the dark at this one. It definitely sounds like a vacuum leak to me. I had the same problem and it was my lower intake gasket, but you could have blown off a vac line or something. I've never heard of bad grounds causing a high idle problem, just a 3K hesitation. And the tach being out of calibration? It should be pretty easy to tell if the engine is actually revving at 3K or if the tach is reading incorrectly.
