How to adjust idle speed?

Believe it or not, its actually a pretty reliable transportation. I drive just about everywhere, just smog is always an issue. Good news is that I found the problem why it wont pass and am waiting on a part. Im just glad the idle situation is fixed

We just had our '94 tested about an hour ago in Huntington Beach, CA. The test requirements were exactly the same as the requirements on our 2008 CA emission tests at the same facility. I don't know why you had seen tighter requirements recently, as you listed in your other thread. Also, what part exactly is it that you found needs replacement in order to pass smog?
2010 Emission Specs on a 1994 RX-7 in Orange County, CA
HC (ppm) Max @ 15 mph = 88 - Our '94 measured 35
HC (ppm) Max @ 25 mph = 53 - Our '94 measured 17
CO (%) Max @ 15 mph = 0.52 - Our '94 measured 0.15
CO (%) Max @ 25 mph = 0.50 - Our '94 measured 0.08
NO (ppm) Max @ 15 mph = 704 - Our '94 measured 66
NO (ppm) Max @ 25 mph = 738 - Our '94 measured 128

Oh, I agree w/you on the reliability issue (if you are fully aware of whats going on under your own hood). I DD'd the hell outta of my car.
Its just nice to be able to stick it in the garage for a few weeks while you're scratchin your head.

Believe it or not, my air pump is leaking. Yes the air pump. Idk how thats even possible, but when I blow air into the air pump hose, I hear air escaping as fast as im blowing and its coming from the air pump body itself. To confirm, I let the engine idle and sprayed soap bubbles on the air pump body and I see bubbles coming out. When I revv the engine higher, I see a LOT of bubbles coming out. The new/used one is on the way and I cant wait to see where the hell its leaking from when I pull the old one out.
Once the air injection is working properly, then theres really no reason why I wouldn't pass besides a bad catalytic converter. I will know for sure next week, can't wait till this nightmare is over.
To Wstrohm, Yes I realized that the emission laws have not changed, but apparently if you become a gross polluter, they tighten up your limits? If this is illegal I need to know so I can take action, but I have no idea because I don't have experience in smog laws

You might have some help from this website. Note the last part of the first paragraph: "Such regulations... shall not be stricter than the emission standards required of that model year motor vehicle when first manufactured."
FYI, in 1998 (first year our car was smogged using the dyno test in CA) the requirements were as follows:
HC (ppm) Max @ 15 mph = 125
HC (ppm) Max @ 25 mph = 75
CO (%) Max @ 15 mph = 0.52
CO (%) Max @ 25 mph = 0.50
NO (ppm) Max @ 15 mph = 9999
NO (ppm) Max @ 25 mph = 9999
So, clearly the directive from the Air Resources Board has NOT been followed!!
