I've bought 5 FD's and bought **** load of 3rd gen engines... And Im sure those who been around FDs will tell you that "newly built", "new reman", etc doesn't mean damn thing(especially to me)... Unless I know who built it, who installed it, and who drove it. Otherwise, you are taking as good of a chance as 60K motor thats been compression tested. I've personally bought 7-8 used FD engines and out of all those, 5-6 of them were Mazda Crappy Remans.

My advice: Buy it from those whos been around this forum (rare that veteran rotorheads will sell) or bring someone who knows rotaries with you to take a look at your future car. Also get a compression test and look over the car well.
If you are hand on kind of person and don't mind having a hunk of metal sitting in your garage for 6 months to a year, its better to go buy a blown motor FD and get a respected builder to build you an engine and put it together yourself.
