Question Flooding, Can It Be Cured????

I HAVE A 93 RX-7 WITH 70K MILES AND NO MODS(COMPLETLY STOCK) LIKE MANY OTHERS IT FLOODS IF U TRY TO START SOON AFTER IT HAS BEEN TURNED OFF. I KNOW HOW TO GET IT STARTED BUT I'M WONDERING IF THERE IS A FIX. THE CAR ALSO WILL NOT PASS EMMISSIONS (DO U THINK THE PROBS ARE RELATED?) THE CAR RUNS GOOD (LESS POWER THEN WHEN I FIRST GOT IT BUT, IT ONLY HAD 20K MILES WHEN I GOT IT) THE CAR IDLES SMOOTH AND PULLS PRETTY HARD. I DID SOME RESEARCH. THE VACUUM LINE IS ON THE MAP SENSOR. I'M CONSIDERING DOING THE ATF TREATMENT 0R THE H2O CEANING, DO U THINK THIS IS A GOOD IDEA?? I HAD THE CAR CHECKED BY MAZDA THEY GAVE IT A TUNE-UP (PLUGS, FILTERS,OIL CHANGE, AND EVEN A NEW BATTERY) I GOT CHARGED 600 BUCKS AND IT DID NOTHING!! NO ONE SEEMS TO KNOW ROTARYS ON LONG ISLAND SO ANY ADVICE WOULD BE GREAT. THANKS
THIS IS MY SECOND ATTEMPT AT THIS THREAD, I DON'T THINK THE FIRST ONE WENT THREW, IF IT DID SORRY

did they change the fuel filter. if not give that a try.

THE FUEL FILTER WAS REPLACED. I FORGOT TO MENTION I CHANGED THE OXEGEN SENSOR, IT LOWERED THE EMMISSIONS BUT STILL WONT PASS I ALSO TRIED RESETTING THE COMPUTER (REMOVING THE NEGATIVE BATTERY CABLE WHILE PRESSING THE BRAKE FOR 30 SECONDS) SHOULD THE BRAKE BE RELEASED OR HELD WHILE REPLACING THE CABLE?

Take off your caps lock when you post. It hurts to read.

To reset ECU:

-disconnect negative battery cable (leave unconnected)
-depress brake pedal for 30 seconds
-reconnect negative battery cable

done

maybe clogged cats? either those or the airpump could cause failed emissions. also lower power.
check the NE section for shops in NY, i know there's at least one good one.

Just a question, are you doing a little warm down after driving the car (if you drive it hard), or are you just shutting the car off?

Usually, if the car is hard to start after it's driven has to do with heat soak.

However, yes, those 2 problems could be related. Those are 2 of the signs of a rebuild:

1. Hard to start
2. Bad emissions

That doesn't mean you need a rebuild, but it's quite possible. Do you have any other symtoms, filling the coolant too much? Coolant smelling smoke upon first start up?

I do let the car idle for 2-3 minutes before turning it off. Sometimes it will puff a small cloud of blue (oil) at start up but it doesn't smell like coolant, and it doesn't smoke after start-up. If I drive it hard it smells like oil, but I thought that was somwhat normal for twin turbos
