i found it...and it was already set to 8100rpm. I have a stock ported single turbo with 3" strait exhaust which bottle necks to 2.25 in the greddy muffler. I dont think i have flames on decel

no you want to change the "F/C" settings (decel fuel cut recovery speed)
I understand the entertainment factor of creating flames and all, but you do know this wastes fuel? Also I can't be sure if it's going to affect the behavior of the idle controls system on your engine (possible high idle on deceleration). I'd say try it out for the heck of it and then put the settings back

On that screen:
Rev limit: Allows you to limit how high you can rev your engine.
f/c ae - fuel cut when running under normal conditions
f/c el - fuel cut when running extra electrical load (rear defroster, fog lights, etc)
f/c ac - fuel cut when air conditioner is on
idle ae/el/ac - adjust your idle for the same situations above.
