Electrical Gremlins

My headlights keep shorting out (30 amp fuse) when I turn them on. However the directional lights and parking lights are fine, infact all other lights are functional. To add to the problem, my tach and speedometer are intermitant and my seat belt light will turn on when I get into it on the highway. My mechanic traced all the wiring and checked the relays and he seems to think the steering column directional/light swich is the problem. In fact, when he disconnected the switch and ran power to headlights from under the dash the lights worked fine. Any feedback would be thankful..
