With everything you've already done, it wouldn't be a stretch to just shave the plate holder off the 99 spec front end and have a plateless urethane bumper. Either way its going to look great.
At this point it is a moot point since I bought a new 93 bumper cover along with the R1 brake ducts, belly pan and R1 spoiler. It hurt $$ to go 99+ stuff now

I don't know if Mazda will toss the tooling but I imagine the floor is such a rarely requested part they won't make anymore.
