technically within spec but just barely, you're right up against the limits in a few cases. Might not be a bad idea to adjust it so you're more in the middle of the range.

So I loosen the bottom one first then the top a little. After that wich way would I need to go left or right?

as soon as I adjust it I check the voltage again in the same order as before right.

Your ISC is probably not bad. TPS being slightly out of range (especially the low movement one) will cause issues of this nature as it tries to cycle ISC based off of incorrect readings. That has been my experience.

Ideally you'd be better off with a properly functioning ISC (as far as stable idle), but you don't need it. I haven't had mine for years, enough tweaking of the throttle body adjustments and I've been satisfied with my idle.

Great because I still need a tune so when time comes forthat I will decide what I really need to do! I don't want to start yanking stuff but the issues I was having where getting old. Thanks again to everyone who helped me get this issue resolved. For future members this is everything I did.

Checked for vacuum leaks
checked for loose electrical connections
cleaned and adjusted the dash pot
checked the voltage on the tps
checked the clutch switch
And after all of those it ended up been the ISC
