A/C Only Works On Low Fan Setting?

A/C Only Works On Low Fan Setting?
Well I am working on my A/C and the compressor only turns on for the low fan(the 1 setting on the panel) setting and no other(2 3 or 4 on the panel)?? I am thinking it is the a/c panel switch cluster but not sure. I just don't want to buy them and it not fix it. It is a 93 with a PFC and the a/c does work and the compressor kicks on and off alot and not sure if the problem with the blower has something to do with it also. Thanks

Most likely the fan switch is bad (bad ground).
The PFC has this same problem and there is an easy fix on the PFC forum.
It involves inserting a small Bosch relay into the circuits.
