bought non-seq car; PCA hose capped, what to do?

I recently bought a 93 that is full non sequential. My question is this: I want to put the 10 psi pills in it, but as you all no the vaccum line that goes to the pca is capped (which is where one pill goes). Last night i put the 10 psi pill in the line that goes to the wastegate actuator and the boost remained at 7 psi. Where should the other pill to run stock boost?

I believe you also need to have the stock boost control working to get 10psi. Really, you shouldn't be messing with pills and stuff - just get a boost controller and be done with it.
