About to buy a FD a few questions
Is it normal for an FD to backfire when it has an exhaust on it?
The car I'm leaning towards buying made 3 loud popping noises every time i took my foot off the gas.
if the car has been resparyed does that lower the value?
this is the car I'm looking at buying and if you know anything about it please tell me

Backfiring is common, although I don't have much experience with full exhausts to say whether it's bad or not. It's certainly bad if your local cops write tickets for loud exhaust.
Many FDs are repainted - in fact many 93s have paint problems from the factory. The only thing that really matters is the condition it's in now, and how well the paint job was done.

Yep, backfiring was VERY common for me when i ran with a downpipe, midpipe, and 3" Apexi N1 exhaust system. I actually liked the sound of the backfire, just not the LOUD noise from the exhaust. (Long story, but the exhaust is off now).
Yeah, the paint from the factory on these cars isn't that great, plus it's 13 years old...so it's not uncommon to see them re-painted. I wouldn't think that would decrease the value of the car, it would actually help raise the cost a little, for having a nice paint job rather then some oxidized POS.

Backfiring on shifts is usually an indication of running rich. It is not necessarily a problem. If you are running excessively rich, the catalytic converter may die an early death. You will of course also get poor gas mileage. I wouldn't worry about it if I were you.

No, Having the Motor "Knock" as in "Knocking and Pinging" is a VERY bad thing, but by the time you're able to hear it it's all over anyhow...
As to your Power FC, no even the US units, or at least the one I bought from Gotham was in Metric, or Japanese & Metric...

i have an M2 3inch downpipe normal exhaust and aftermarket muffler on the end...when the car is running around 180f is backfires alot...this morning i started it and didnt turn the key long enough to get it started so i had to do it again and when it started BOOOOOM!!!!...then whenever i let off the gas after high boost or downshift it goes pop pop pop...kapop...when the car is over 190f no backfires..i think the 3inch downpipe w/o the cat lets alot of rich gas through that the pre-cat didnt and this may cause the firing?
