2 Probs, High end boost flutter & no extra power @ 12 psi

Here are my problems.
One problem is that whenever I get into full boost at high RPM the boost flutters. What I mean by this is that when I am @ full throttle the boost fluxuates from like .80 to .75 and back an forth. My mechanic mentioned in passing that it probably was the duty cycle on my wastegate control solenoid. He noticed the problem when he drove it after fixing yet another boost issue I was having. Does this sound like what it is and if so can I adjust this out in the PFC. What do you gurus out there think about this issue.
The second problem I noticed when I went drag racing a few weeks back. I got to the track after a 2 hour drive and drove straight through inspection and into the staging lanes. I immeditely pulled out a 13.3 at 15 with a 2 sec. 60 ft on 10 psi. After a subsequent run I decided to turn the boost up to 12 psi for a trial run just to see what it would do. After waiting 20 min I ran a 13.5 at 104 with a 2.1 sec. 60ft. Two variables could account for the problems with times. One it was Friday the 13th and I should have known with my luck not to run. The second is that on the last couple of runs of the night I noticeable fried my turbo control solenoid and I had no secondary boost. It wasn't all bad considering that I ran like 14-14.5 with no secondary but it was a pain to diagnose. What are your opinions on this issue. Could the solenoid have been failing and not giving me the right amount of boost in the 12psi runs? I graphed it on the commander and froze it as I crossed the line and the boost curve looked correct and was up to 12 psi as far as I could tell.
Just for reference I basically have a brand new motorand rebuilt turbos with maybe 7,000 miles on it. It is streetported and I have the mods listed in my signature. I want 12's and I need to figure out why this didn't help me. Thanks for all your help.

Check the green/black check valve under the vacuum chamber on top of the motor. It should only blow in the direction of the arrow. It takes a little pressure to blow through, probably 5-7 #'s, but if it blows both ways it is bad. Dealer price is about $15 bucks or so. If and when you check it don't put compressed air against the arrow, as that could blow the valve. It could be several things but this is the easiest and cheapest to check. Good luck.
