The idle problem might just be related to the stock ECU. You shouldn't really be running a street ported motor with a full 3" exhaust on a stock ECU. Bad things waiting to happen. If you can't afford a PFC, just leave the car parked and OFF because you can/will break something and cause more expenses.

By fouling I ment since its running so rich idling its fouling the spark plugs and carboning up your combustion chamber.
But that is the least of your worries. The bigger problem is that if you go into boost, you will be running lean due to the free flowing 3" exhaust and a street port (neither of which should be ran on stock ECU by itself, let alone together!). You have a high probability of blowing your motor (the apex seals) very quickly.

ahh well i never knew that ...haha im not new to rotarys but this is my first ported engine ...where could i find a pfc with commander for my 93 jdm (right hand drive) imported rx7?
