ACK! On series 4 (87-88) turbos w/ free flow intake and exhaust it doesn't affect MAX boost if the wastegate is full open 100% of the time- its being over-run; its flow is inadequate to keep "natural boost" down and has nothing to do w/ when it opens.
To bring boost down you must increase exhaust backpressure, restrict intake or (the one that doesn't hurt performance) increase the flow capabilities of the wastegate.
I certainly noticed ALOT more high rpm flow w/ 3" TID mod VS stock TID- this caused wastegate over-run even w/ my very ported S.4 wastegate.

I did the 3" TID mod and have the RB midpipe, downpipe, and the Apexi N1 duals on my 87 T2. I only produced 6 psi of boost with this setup. I had to go to a ball and spring boost controler to up my boost to 11psi. It will hold 11 rock steady no matter what the weather. My wastegate is still stock, never been ported. I think my situation is rare however. I will be upgrading to a hybrid in the near future and will definately port the wastegate at that time.

people are actually hitting 9-11psi with only an exhaust ? I have already dropped in a K&N DoubleCone, but my boost pattern is still quite low: something like 30-30-40 x10mmHg (which translates to 6-6-8), and it drops really fast
Maybe a DP and catback will help me....

Mine will creep to 12psi in the higher gears with K&N filter, stock TID, ported engine, a downpipe, the bonez hi-flow cat and an apexi N1. It will even do 12 with the restrictor thing jammed in the exhaust, though you lose some top end and it sounds real shitty when you get to 6000rpm+
I wonder if they ported the wastegate when they rebuilt it (previous owner) It's a S5 motor btw
