Would a dying cat leads to gas smell?

My S5 N/A has a strong gas smell during start up, but not when I pressurize the fuel system with the yellow connector. Now when I smog the car a month ago it passed barely, with HC and NOx both pretty high. FAQ suggests that the cat might need to be replaced in this case.

So I wonder if my catalytic converter is dying, would it be the cause of the gas smell?
