The Main Relay needs to be pulled in. The black/white wire does this WHEN the key is turned to ON.
There IS one fuse b/t the ignition switch and the Main Relay. It is called the ENGINE fuse and is in the crew compartment. There is a picuture of the fuse box and lables in the FAQ thread on this second generation site.
Either we're back to the ignition switch and the BLACK WIRE or the ENGINE FUSE is blown OR the fuse is not being fed from the engine bay.
If the fuse is good.....I'd go look at the black wire at the ignition switch. The black wire that is in the same plug as a black/white wire. A foot or so below the ignition switch.

A very simple test: Leave your key in the house. Go to the car. Put the meter's positive lead on (or just touch) the large battery feed wire on the alternator. Put the negative lead on a known good ground. YOu should have battery voltage when you do that. Did you? It's tied into the black wire that goes to the ignition.
