Question wiper problem...no, not the motor

ok maybe it might be the motor. whatever controls the pump that shoots out the fluid. when i try to turn the washers on, i hear it trying to shoot out but nothing comes out. i thought i was out of fluid but when i went to check it was topped off already. the haynes manual i have doesnt really go over this sort of problem. any suggestions is appreciated!

do you have the hoses that go under the hood that go to the spray jets connected?

sometimes if the filter in the washer tank is dirty, it can take quite a while for the pump to pump it all the way to the nozzles
