will BRAKES work with ENGINE off???

i need to roll start my rx7 and i was wondering if the brakes still work with the engine off? and how effective is the handbrake.. i need to roll it down a hill..

The brakes should work in any car. It will probably take a lot of force for any effect through the pedal once the vacuum boost has been lost (sat or used already) - the parking break should be good, but it'll also take some muscle to get all the way so that they actually stopping you.
