Will a 12a header fit a 13b?

I doubt that...First of all, you have the problem of getting the squirrel to stay still...You can't kill it, or those PETA people would be all over you...So perhaps if you hypnotize it or something. Then there is the actual ***-ramming itself...A squirrel is rather soft, so as you tried to shove, the body would most likely flex. You could freeze it, but then you have to deal with PETA again...So I'm thinking that it couldn't be done.

I have seen 12A headers modified to fit a 13B. The bolt pattern is exactly the same vertically, but the ports are further apart because 13B rotor housings are 10mm wider than 12A ones. You have to cut the flange in half, the extend one of the pipes slightly. It's a bit of pissing around, and only worth really can't find or afford the real thing.
