When should the fan come on

Like it says in the topic.
I've not driven my FC much as yet, but so far the fan never really started to pull. It's basically always running at the same speed.
Any thoughts?

The main thermoclutch fan? The clutch engages as the temp of the air coming off the radiator increases. Since there's enough air being pushed through the radiator when the car's moving to keep the engine cool, the fan just freewheels. It's only needed at low speed and when stopped, when there's not enough airflow through the radiator.

If the coolant temp doesn't rise at low speeds, you don't have a problem.

Does it operate on a thermostat? If so where is it located? I would want to check to make sure it's working properly.

It's a thermoclutch fan. It's a purely mechanical device in the hub of the fan.
