250 to the wheels, safe and easy:
used SAFC - $200
FD pump - $50
---- TII pump -$25
2x880's - $100
---- 2x550's -$50
3" exhaust shop exhaust - $150
---- stock exhaust w/cats (if it's in good shape) -$100
intake/TID/K+N/diy airbox: $100 (tops!)
port wastegate, MBC: $20 (+ time)

3" exhaust (SSautochrome can be had for around $300)
3" Turbo Inlet Duct (TID) (you can make your own for $50 or so)
Fuel-cut defenser (FCD) (you can buy a used Racing beat FCD for $50 or so)
FD fuel pump (these can be had for less than $50)
MBC tuned for 12psi max boost (this can be made for under $20)
port the wastegate ($20 for the cost of dremel bits)
"street-port" the intake and exhaust ports (free if you know how to shape them properly)

$500 or so for 250hp...

cheapest way:

buy haltech e6k
gut the cats and cut the rest of the exhaust off after the cats
get a manual boost controller
get a walbro fuel pump
tune.

haltech, fuel, boost controller and tuning is easy 250whp

how the **** do you fit a 28x12 IC in the front of an FC... is what I would like to know!

the numbers sure sound reasonable though! if not even LOW for a ported s5 with t04...

you have o angle it back, and relocate the oil cooler (plus i got rid of the ac ****.)

Smoken' just put down 250rwhp without even a boost controller (running 8.5ish or whatever) on an S5 turbo and S4 motor. He had a big front mount and an aggressive street port with Rtek 1.7 ECU but no fuel tuning. He had a full Greddy turbo back.

Alot of assumptions are going into that pricing scheme. Like porting tools, other tools, ability etc.

95% of exhaust shop bent and welded exhausts a rotory will destroy within days. (no need to ask me how i know)

With the stock exhaust you are not going to get 250 at the wheels on the stock turbo.
