What rev's up quicker ? NA or turbo ?

Under load, a turbo car in most cases will out rev a n/a engine. In most cases. Under no load, a n/a engine will rev faster because of the higher compression rotors it has.
One of my biggest complaints about my FD is that it is'nt as "revy" as my good ol' FC. I realy like throttle response, but the FD just does'nt have it.
