What is a good catalytic converter to help an FC pass inspection?
My limit on spending on a cat is $200 since im getting an alternator upgrade at the moment. Are there any good ones that will really help me pass inspection that are $200 or less? And also that I have dual exhaust, would I need to buy something in addition to the cat to make it fit or would it be a direct fit?

Buy cheap, buy twice.
That said, Rotary Performance sells bolt-on cats, downpipes, etc for reasonable prices.
(for the record, a stock cat costs several hundred dollars and a high-grade tuning cat like from SARD, HKS or FEED costs over $1000)

According to Magnaflow's website, this is a direct fit converter for an FC.

I've always heard good things about Magnaflow, but really nothing about their converters.

I've used the magnaflows to pass emisssions. A cheap fuel controller like an SAFC is a good investment too. If you're allowed to do the idle test where the engine is held at 3k rpms for 1 min you can lean out the fuel for that range so the engine barely runs. The engine doesn't need much fuel to run with no load. I've ran around 18:1 to 20:1 afr for the test then reset the fuel after I passed...with readings abnormally low.

I bought the S5 Catco 1-pcs replacement system #4689 with pre and main cats. I wrapped the down pipe with DEI Titanium wrap to the pre-cat and it passed the emissions testing with flying colors. I plan to buy the separate Catco main cat #4489 to use with the Corksport SS header that I will also wrap with the DEI titanium wrap. Both of these Catco converters have the air tube for use with the air pump - I still have the air pump and all the emissions equipment on the car.
Of course, fresh spark plugs and an O2 sensor will help pass the emissions testing as well.

I dont think my exhaust is true dual but its an aftermarket/custom exhaust. The resonator is connected to the exhaust through a y pipe I believe. I actually dont like catalytic converters because i heard it restricts power so im just buying it just to pass emissions.

You're best buy for the buck is to buy a new good quality cat and a pair of flanges, then have a muffler make a bolt in set up directly replacing the presilencer. I say good quality as the whole point is to pass the smog check, my go through the motions only to still fail. Leave it only long enough to pass smog, then swap it out for the presilencer and put the cat converter on the shelf for use when your next smog check comes up.
