I know its off the rats nest, but what does it actually do? Idle control? Something related to boost? What?

It's NOT emissions!

The orange sticker and plug means it's the solenoid for the fuel pressure control solenoid, used for the hot-start assist system. When the engine is heat-soaked, the ECU uses it to cut vac to the FPR to raise fuel pressure and stop vapour-lock in the fuel rails.

On a Turbo it is very important you either replace or bypass the solenoid as the FPR currently has no manifold pressure reference. You'll run rich in vac and (more importantly) lean in boost.

The quickest and easiest solution is to bypass the solenois with a length of vac line. Unless you regularly do hot starts in a hot climate, I doubt you'll miss it. You can always replace it later if you want.
