what does this do or go to?

i found this in the engine bay behind the passnger headlight it is cut was wondering whats it for or if its needed the cars a 88 turbo thnks for the help

that is the resistor that is supposed to be connected to the fuel pump solenoid relay..

It is the fuel pump resistor and necessary for stock fuel pump wiring.

i guess the prev owner cut if off the car runs fine should i just leave it alone

the resistor is not needed. you can also use hailers method by taking all the solid blue wires and jumper them to all the blue/red wires. this bypasses the relay and resistor setup.
