Wastegate Won't Close-Low Boost

I've been having some boost issues so I pulled my turbo off. My problem was that boost was taking a long to build, and I couldn't got over 10-12psi even with the wastegate seeing no pressure.

I found that there is a lot of play in the wastegate door. Even after bending the wastegate actuator and arm, it still is able to open a bit. I can almost close it all the way, but after it opens, it won't sit in the same position. I drove the car afterwards, and boost built quicker, and I hit almost 14psi before letting off. I cracked open my boost controller, and was getting about 5 psi. So I closed it again, and got 12.5psi. Boost is now building quicker, but this is hardly the way I want to be running.

I guess my question is, is my only option to buy another stock turbine section? How much play is normal for the wastegate door?

The actual wg arm is difficult to move by hand. If you can move it really easily something is wrong. Maybe the spring is worn out?

i was going to suggest checking your WG solenoid with a vaccum pump. be sure it doesn't bleed down, if it does then you have a torn seal or a pinhole in it, if it does bleed down then replace it.
